I would ask permission to apply this scale

with effect from 1st January, 1929, to officers of the

Education Department whose salaries have not yet reached the

£600 line, taking account of any concessions that have already

been granted to individual officers concerned.

The cost of this concession to the present

staff would be in the neighbourhood of 300 per annum; and

pending the recommendations of the proposed Commission, I

recommend that the necessary provision should be made

accordingly in next year's estimates.

I have referred in the preceding paragraphs

to the proposed appointment of a Commission, and it may be

desirable that I should indicate with precision the particular questions on which in my opinion such a Commission should be

asked to advise.

(a) There is, firstly, the general question of the

currency in which the salaries of home-recruited officers are paid. As Sir R. . Stubbs pointed out To in his confidential despatch of 11th December, 1919, this is a problem for which many solutions have been

tried; and that adopted in 1920, while suitable for

s.d. values of the dollar in the neighbourhood of 4/6 as

in 1920, has many drawbacks when the dollar is at s.d. 2/0. It is very desirable that a more satisfactory

solution of the exchange problem should be found and

I consider that the Commission might be asked to make

recommendations in the matter.

(b) Secondly, there are various classes of officers

recruited both fran home and locally, whose salary

scales call for consideration in view either of
